Globalization phenomenon could be understood from particularism and universalism concepts. The universalism concept deals with the processes that make economies, goods, services and institutions universally available across geographical and political boundaries. Particularism on the other hand focuses on goods, services, economies and institutions in their localized configuration. In practical and functional terms globalization deals with the interplay of particularism and universalism. In other words, when for instance, institutionally generated, acquired or domesticated information is uploaded on the Internet, it migrates into the universal domain. And when universally available and accessible information sources, resources and services are downloaded and domesticated, they become locally available and accessible in such libraries and information centres. </span></p><p style="text-align: justify; line-height: 150%;" class="MsoNormal"> </p> <p style="text-align: justify; line-height: 150%;" class="MsoNormal"><span style="line-height: 150%;font-family:&quot;;font-size:10;" >The challenge therefore is for academic libraries to see the services they provide in a global context. That contextualization is essential for information sources, resources and services optionization in the emerging global environment. The implication is that academic and indeed all information services providers must perceive their work in the dual nature of the global environment. That duality operates in traditional and technological paradigms. The traditional paradigm is the familiar library terrain. In this paradigm, physical books and other information resources are acquired, stored, accessed and used in the library during service hours. The physical model is therefore limited by time, space and the number of resources or nature of services or what library budget can afford. The technological paradigm on other hand is not limited by time and space but rather seamless, dynamic, interactive and integrative. Information and Communication Technology (ICT) is the engine that creates the seamless, dynamic, interactive and integrative capacities and possibilities. One such ICT system that academic libraries could harness to mainstream their services into the global environment is the Internet. It has become a global imperative for academic libraries to create web pages and platforms of their resources and services. For world class universities like Harvard, Oxford, Cambridge, Stanford and Cape Town, this is no longer a news.
